Yes tape was £1 per min when the £1 was worth much more than today
and educational budgets were much tighter than the broadcasters.

I have several hundred Quad tapes which, as far as I can find out, look
like they are all recorded at 7 1/2. They are causing me problems trying
to get them transferred, over here in the UK. They are educational
recordings and I am wondering if they were recorded that way to save
money on tape - is this probable?

First time I saw 7.5 IPS in use was in the late 70's at a cable company
head end. HBC on a TR-600, might have been Warner Brothers ownership.
The operator said they could get an entire feature movie on a "90
minute" roll of tape. Since there was just one TR-600, reel changes
would have been a problem.
