You're both right and wrong.  Yes, the quad output is very stable, but TBCs designed to work with helical formats don't work with quads due to the difference in the nature of the timebase errors.  The segmented transverse scan presents a whole different set of errors as compared to a helical deck.

Then there's another advantage to using a digital TBC with a wide correction window.  While the original tight-lock servo design of the early quads was necessary, the use of more modern TBC's allows much less stringent servo systems and much faster lock-up time.  That's partly how the later model quads achieved such fast lock-up.
