Hi Park

The EMIs did have a limited range of elevating and tilting,
http://www.tvcameramuseum.org/emi/2001/emi2001_1.htm The BBC modified theirs
to give a fixed elevation and a larger tilt range.

For info the Marconi MkVIIs viewfinder jut tilted, but over a wide range of
angles.
