The point is not not about absolute tape speed, it's about maintaining the precise position of the tracks on the tape. Altering the diameter of any of the capstan mechanics will change track spacing in the record mode.

OK, so then if the capstan has "slowed down" for color, would a "standard" color recording actually be running at 14.9875 ips not 15.0? Sounds like the answer is that in the early color machines probably so, thus the possible justification to tweak pulley size.
