[QuadList] Cap Disc now Tape Speed

Hi George,
No, I don't do any PAL work.  I've never even seen a quad, in person, 
operating in PAL mode.   It seems that the older I get, the more curious 
I get about PAL, and how our favorite machines deal with it.
