My experience is different.  Even when working in non-comercial facilities in the 70's, we had lots of LBM material, but it was almost all recorded at 15 ips.  All of the LBM tapes I've transferred in recent times have also been 15 ips.

  Most of the Low Band Mono tapes I recall were recorded with a 5 mil head (not the standard 10 mil head).  

  The digital TBCs of the AVR-2 and TR-600 generation were clocked by an oscillator locked to colorburst.  What happens when no colorburst is present?  Perhaps a VR-1200 with AMTEC could do better.

    Also, some of these tapes were recorded with improper deviation in LBM and the sync is low.  I can turn the demod level up so that the sync locks and then run the video through a proc amp to bring it back to normal, but it is still causing the MTBC in my TR-600 to have an excessive amount of jitter.  Does anyone know of some old tricks to make a TR-600 play LBM better?  Was there ever a LBM demod for the AVR-2 or has anyone successfully modified one?  I have two extras so I have something to experiment with.
