[QuadList] quiz -whatzit? odd camera control handle?

this will  mount onto the  first metal  handle  that  goes into the rosette 
that mounts on a vinten tripod  but that makes no  sense as   there is   no 
way to get the cable though it...  so....   this is a handle for SOMETHING  
 TV camera but  what?  it turns and  turns the  keyed   receiver inside  
the handle but......  what  does it  fit on.
 

below   knob near rubber handle locks the  inner keyway from  tuning
 
there is a P  on the rubber handle...
 
I got some of these before and  now from another stash  got 4  more.  are 
these  fro Phillips/Norelco?  none of  my  RCA  things have   an item like 
this....  thanks   ed
