You may find sending the work out to do may be a better alternative. I know many 
of the members of this list are very capable of providing dubbing
services in PAL, SECAM, PAL-M as well as NTSC. They also keep their machines in 
tip top condition which sounds like you may have a problem with.

 Ask around for bids and you may find the pricing to be very resonable and I'm 
sure the provider will find the work very welcome in these times.
