That's a Broadcast Electronics cart machine.  Pretty fancy for the time, fully loaded they had FF, multiple cues, separate play and record heads, plug in boards. Prone to be full of high esr electrolytics . . . .

All pretty easily identifiable stuff except for the cart machine.  I don't remember one that looks like what's in your picture.
