[QuadList] Video Splicing tape: Properties necessary for safe use?

During a discussion with someone, the topic of videotape splicing tape  
came up.

An aluminized splicing tape was used with Smith splicers for joining  
2" Quad.

What characteristics and properties did it have? (Such as thickness,  
base material, adhesive, etc.)

What can be substituted for making 2" Quad splices?

Can tape used for splicing videocassette leader to tape be safely used  
for videotape to videotape splices on reel to reel or cassette  
videotape?

If so, what are the considerations regarding the tape, the splice and  
playing the spliced tape?
