Looks like color-under, so it's VHS, U-Matic or Betamax most  likely.
The tape looks like it has some issues with lubrication and stretching  
perhaps?
Audio seems to drop out with video problems, so probably was transferred  
with a consumer grade converter? DVC perhaps?
