I looked at the diagram that I have of a VR-3000 and it would not  fit.  So 
off to another idea.
 
If it is a quad, then what is left?  The RCA portable?  But that  would 
have looked more military.

I'd say the knob might be found on an Ampex audio machine, particularly  
the AG-600.

Is it a VR-3000?  The lever was never on a RCA machine.   Never on a full 
size Ampex.  So that does not leave much other than a  cleaner, foreign 
machine, or the VR-3000.
