Well I think the the tape is new or no recording on it, and it is in play!, the control track light is not lit (far light on the control panel) no R.F. on the tracking meter..blank tape.
the servo light is lit as the tach servo would work  in ready mode or play, if there is no vertical lock board #1 in the servo, when you add the v-lock board there are some jumper that  are cut from board # 1.

Hi Chris:

I think James is right.  The machine is actually in Fast Forward.  It may be 
easier to see some of this in my original than in the scan, but I believe 
the art department had to "white out" the FF button and add the yellow color 
to the Play and Audio Normal buttons.  Either that or there's something very 
wrong with the capstan servo!

Hmmmm.......I think you may be right about the scope.  The graticule also 
seems to be lit in the shadow.  OK.....5 things wrong!

Yep, they admit to the monitor scam in the ad copy.  I think James and Chris have picked out all the other problems, including a couple that I missed when I posted it!  

Nobody has guessed yet on what year this was done for NAB.

The kit was introduced at the 1966 NAB.  

There are two other potential issues... Neither the video tracking or audio meters show any deflection.

One would assume that if truly in Play and reproducing a picture, that at least the video meter would show some deflection.
