I don't believe it is "hum" but has similar properties.  Possibly, the
signal, if recording is locked to external reference on the scope causing
the clamp point of the scope to be miss timed with the video.  Often,
depending upon what you are recording like a remote feed, the clamp in the
scope will happen during video causing such a display.  I would often switch
between internal and external sync when evaluating various stages of record
and playback.

It's in Record, and the scope shows vertical rate video with some ugly hum
on it.
