It can be a simple fix.
Take a scope and look at the color signals going into the CRT. Since you
know what the R G and B components look like on bars, you can tell if the
CRT is getting the right signals. It could be as simple as a jumper from a
connector to a PC card is switched. Or the cabling is wrong. So check
your signals on the coax's coming in and then if they are right check the feed
to the CRT.
Now you have a real bad case of magnetic personality. It needs the super
duper degaussing. Or that screwdriver in your pocket protector is too
magnetic. Keep going at it and you will get it dmagnitized.

Here’s one that’s had me scratching my head today...
Just bought this monitor for the too-good-to-be-true price of 69GBP (inc
delivery). Two problems – the colours are “rotated” so that RGB is
actually appearing as GBR and there’s what looks like a purity problem towards the
right of screen (degauss operates, but doesn’t cure the problem). Pic
attached.
I’ve had the lid off and it’s not like someone could have wrongly plugged
RGB to the CRT base board (for example). The OSD menu is affected so the
wrong colours problem has to be in the RGB domain.
No problem with rejecting, getting a refund, etc – but has anyone come
across a similar problem with these monitors? Very weird fault. (But not
once you understand it, of course!) Current thinking is that it must be a
duff CRT.
