[QuadList] Strange tape pattern

Questions
 
Where is this in the tape?  Like near the beginning?  Or where a  tape 
machine was parked for roll up?  It looks like stretch marks or when a  tape was 
stretched beyond the tension limits of the tape.  Also if this was  the 
case, then it happened on an Ampex machine as the pinch roller is not as  wide 
as the tape.
