Wikipedia says MTV went on the air August 1st, 1981.

I recall seeing a TV news item about the network shortly after that, and
the visuals that went along with the item showed 1" Type C VTRs being
loaded up and operating, but not an ACR.  Probably had something to do with
what made better television.  As impressive as an ACR-25 is (my first
summer job in broadcast was running one), it doesn't look like much except
an oversized refrigerator to the casual observer.  A VR-1200, or even a
Type C, says "television" to the average viewer.

At some point in 1981 or '82, a bar here in Halifax installed a C-band dish
on the roof of an adjacent building and managed to pull in MTV to show on a
large screen.  I don't recall if they managed to get stereo audio or not,
but the novelty lasted for a few years, even though the signal was rather
marginal here on the "Far East Coast".
