Hi Don!

OK, so then if the capstan has "slowed down" for color, would a "standard"
color recording actually be running at 14.9875 ips not 15.0?  Sounds like
the answer is that in the early color machines probably so, thus the
possible justification to tweak pulley size.
Not that it matters anymore! :)
