[QuadList] Cap Disc now Tape Speed

Hi Dave:

Chris did an excellent job of going thru the whole process in his reply after mine.  The point is not not about absolute tape speed, it's about maintaining the precise position of the tracks on the tape.  Altering the diameter of any of the capstan mechanics will change track spacing in the record mode.
