As a general rule  recording in electronic format for  survailance  was 
really consided  crap. Just not enough  resolution! 
 
Film was king during the cold war.  Now  for propaganda  broadcasts.  Tape 
was probably better... although... well...  I guess  a flying telecine  
would work!
