I think you may have just proved that it *IS* an Octaplex recorder.  Look at the pic below of one of the RCA Octaplex headwheels that I have.  I tried to take it from about the same angle as the shot you have of the head.  Your pic is a bit fuzzy, but there are some very distinctive features of this headwheel that I think you will agree match up exactly.  Now.....if that is the case.....I still have to wonder......WHY??

Now I get it... Don, look at the part number on your head picture. "USN" might indicate United States Navy.

I knew a guy who cut his quad teeth on a Navy ship. He ran the ship's TV studio, and they had many movies on quad to help the crew pass the time. A 2-hour movie on quad is bulky and heavy. If you could cut the tape inventory in half (or even down to 25% if you ran at 7.5 IPS), then just think of how much more ammo and food you could carry on ship. Especially a submarine.
