There's no spectrum shortage requiring reallocation of DTV spectrum,  
according to a new analysis done by Citi Investment Research &  
Analysis.  Don't know who paid for the study, which would be  
interesting to know.

Background:
In 2009, then newly seated FCC Chairman Julius Genachowski told the  
CTIA Wireless Conference, that expansion of mobile digital device  
usage would require "a lot more spectrum."

Since then, Genachowski has backed efforts to take spectrum from  
television broadcasters and turn it over to wireless providers at  
auction.

Now, a new study reports that spectrum allocated for wireless  
communication is underutilized, and "a big chunk" is held by companies  
"that have no plans, immediate or otherwise, to monetize it, according  
to Scott M. Fulton, III writing on ReadWriteWeb.com:

Jason Bazinet and Michael Rollins of Citi Investment Research &  
Analysis did the research. Fulton III's story says, "They tally that  
538 MHz of wireless spectrum has been allocated to U.S. firms, though  
some 192 MHz is actually in use. And according to their calculation,  
at least 90% of that amount is used for 2G, 3G, and 3.5G  
communications. Those older protocols are yielding transmission speeds  
of less than 1 megabit per second (Mbps) during peak usage hours.

The study's authors conclude that 52 percent of existing space could  
be used with plenty left over if there were juggling of carriers'  
existing spectrum coupled with quick FCC auctions of already allocated  
spectrum and increased implementation of 4G service. That would allow  
use of 280MHz of space, with 48 percent of what's currently allocated  
left over for future expansion."
