I  suggest:

Use a household vacuum cleaner's soft brush on  the reel, especially  
the openings that reveal the tape edges, before  loading on a VTR to  
thoroughly remove loose debris.  If you  can, vacuum the exposed outer  
winding of tape as well.
Whatever you do, DO NOT wind it on an AVR-1 or AVR-3.  The loose  pack  
will confuse the vacuum tensioners in the AVR-1 or the  mechanical  
tensioners in the AVR-3, which could result in tape  damage.
Wind the tape SLOWLY on a good ol' VR-2000 or  VR-1200.  An AVR-2  
would probably be OK too.  After  completely winding the tape in one  
direction, remove the tape from  the original reel and clean the empty  
reel thoroughly with the  vacuum cleaner.  Wipe the reel with a  
slightly damp cloth both  inside and out (NOT paper towel; that would  
leave paper debris), let  dry, then wind the tape back onto the reel  
again.
