EE or "E to E" means electronics to electronics.  

Its what you'd see when not in play mode on most VTRs/VCRs if a video/audio signal is fed to an input.

In the case of broadcast machines, the path can be through the modulator/demodulator in order to show that both are working, and to enable evaluating performance.

Regarding standards conversion by the Panasonic VCR mentioned, you'd feed the NTSC in, and set it to convert to PAL at the output.  (Or vice versa.)

ZinVTR Works has two Panasonic AG-W3 available   

I'll see if Ken can do a test of inputting NTSC and outputting PAL to see what that looks like.
