All your problems are probably on board 12 of the signal system. First thing to do is to go to manual mode on the guide servo. Set the guide with the know on the control panel. Then look at demod out on the picture monitor. It should be nice and steady with no skewing. IF everything works, you have eliminated all the circuits except for board 12.
Machine will work fine this way with out any issues.
AMTEC should not need any attention because it only indicates issues with other parts of the machine. If it is going crazy look at the demod to insure that the guide is not oscillating back and forth. or look at the drum error to see if the machine has instability. Adjust the two knobs on the front panel of the intersync to improve the drum stability if needed.
Otherwise the machine is approaching good working order. The lockup that you describe is very good. Nice to see one get there in less than two seconds.

Latest update. Today I decided to just turn Big Berta on and see what happens. Hit play and got V and H lock in about one second. Nice steady picture (Amtec going crazy but I'll set up that when I'm done with the basics). After about 9 minutes when things warmed up the relay started going again. This is the servo amplifier that is on the left side back of the machine.

The control for the guide servo, both activation and error signal, comes from Module 12 (Sync Proc) in the signal system. I assume that the relay you are referring to is K2 on the guide servo chassis. With the front panel guide mode switch set to Auto, the illumination level of the Auto switch cap should change between bright and dim as the K2 relay is changing. You should verify the proper setup of the Signal System (NOT Servo) module 12 and repair if needed. There is no warning light for the lock status of Bd 12 other than the proper functioning of the guide servo Auto mode.

I was asked privately how the vr-1200 project was progressing and it wasn't. I was busy. Today, after my client asked when will he get more material I decided I can't put this off anymore and started to setup Big Bertha (yes I gave her a name to go with her annoying personality). The whole day was spent with no apparent results. Setup was going according to the list and all checked out but no picture. Finally, with the online help from Larry Odham, I figured out that capstan osc was way way way off.
So now I have horizontal lock, but the relay in the Honeywell solid state servo amplifier keep kicking at a rate of about 3 kicks every two seconds. No warning lights on panel though. Any ideas?
