I also suspect NASA wanted to have more than one source for their critical
instruments,
getting back to their spec.  Probably a committee came up with the spec and
several
companies were awarded contracts.  But thats just a guess.  Would be great
if some of
the folks that were at NASA during all this were aware we were admiring
their handiwork...
